Which Iowa counties don't require a building permit?

Iowa has 12 counties without a residential building-permit requirement, 29 with requirements limited to some cases, and 58 requiring a building permit.129 The first counties to consider for no residential building permit are Lucas County, Jefferson County, Wayne County, Davis County, Van Buren County, Ringgold County, Keokuk County, Washington County.1 Use the Iowa no-building-codes list to compare those county answers.1

Iowa building-permit administration follows local law or ordinance rather than a universal permit requirement for every privately owned building.16 Iowa's state code applies to specified construction, including factory-built structures statewide, so a county's no-permit answer does not erase those requirements.17 The owner-builder exemption concerns contractor registration for own-property work; it does not waive building permits, code compliance or inspections.13 Ask DIAL's State Building Code office about state inspection contacts.18

Which Iowa counties have no zoning?

Iowa has 15 counties without county zoning and 81 with county zoning.310 The highest-scoring no-county-zoning choices begin with Lucas County, Jefferson County, Wayne County, Davis County, Lee County, Union County, Ringgold County, Des Moines County.3 Only 9 counties combine no residential building permit with no county zoning; compare the no-zoning list and no-building-codes-and-no-zoning list.11

County zoning authority is optional and applies outside city corporate limits.4 Where adopted, county zoning can regulate residential use of trailers and portable structures, while lot sizes and setbacks can differ by district.1920 Qualifying agricultural land and structures have a county-zoning exemption while used for agriculture, but floodplain activities remain subject to the statutory exception.21 Ask the county planning office to identify the parcel's district and whether the proposed use qualifies before relying on an agricultural exemption.421
