Chatsworth, Georgia adopts and administers its own zoning, and its Zoning Administrator takes building permit applications inside city limits12. Murray County's published procedure says approved city applications are forwarded to Murray County, which issues the building permit and performs inspections3. Septic permits for Chatsworth addresses, like the rest of Murray County, run through Murray County Environmental Health4.

Does Chatsworth, GA have zoning, and what does it mean for RVs, tiny homes and setbacks?
Yes. Chatsworth adopts and administers its own zoning ordinance for land inside city limits, and the city's rules replace Murray County's for those parcels1. Every use is tied to a district: a use is either allowed by right (marked X in the ordinance's use table) or needs a conditional use permit from the Mayor and Council (marked C)9. The Zoning Administrator and the Board of Zoning Appeals interpret uses the table does not list1.
On setbacks, residential accessory buildings such as garages must sit at least 3 feet from side and rear lot lines, at least 20 feet from the principal building, and never in a required front yard10. We could not confirm the front, side and rear setbacks for houses in each district, or minimum lot and dwelling sizes, so ask the Zoning Administrator for your parcel's district before you buy11.
Tiny homes: we could not confirm a Chatsworth tiny-home rule. Georgia treats site-built or modular tiny homes as ordinary dwellings under the building codes, and local zoning decides where they may be sited7.
Do you need a building permit in Chatsworth, and who issues it?
Chatsworth's Land Use and Development Department processes building permit applications, along with erosion control, stormwater permits and certificates of occupancy2. Murray County's published procedure adds the second half: within Chatsworth city limits, the application goes to the Chatsworth zoning administrator, approved applications are forwarded to Murray County for building permit issuance, and Murray County performs the inspections3. Applications for land and buildings in the neighboring City of Eton, by contrast, are processed by Murray County3.
Placing a manufactured home on a lot, or building an RV park or manufactured home park, specifically requires a building permit issued by the Zoning Administrator12. The permit application uses standard forms from the Zoning Administrator, and park applications need written plans and a plot plan13. We could not locate the city's fee schedule, so ask the department what your permit will cost2.
Georgia's mandatory state construction codes apply to every structure whether or not a city enforces them locally14.
How do septic permits work for a Chatsworth address?
Septic permits for Chatsworth addresses come from Murray County Environmental Health, part of the Georgia Department of Public Health's North Georgia Health District 1-2, not from city hall415. We could not find a separate septic program inside the city limits, so call the county office to confirm for your lot.
For a new house, the county requires a soil study from a Georgia-registered soil classifier first, then an application with the soil study, the house floor plan and the fee16. Residential fees run from $150 for 1,000 square feet or less up to $550 for 4,001 square feet and up, and the square footage counts finished and unfinished basements and garages16.
If a public sewer line is available within 200 feet of the property line or abutting your lot, Georgia requires you to connect to it17. Murray County's procedure also asks for written confirmation of sewer availability from the utility company3. Soils matter outside the sewer area: USDA rates only about 10% of Murray County's soils "not limited" for a conventional drain field, so expect a site evaluation and possibly an engineered system18.
Can you live in an RV or manufactured home in Chatsworth?
Chatsworth restricts overnight RV occupancy: no RV may be used overnight anywhere in the city except under the zoning regulations5. Permitted options are an RV park meeting the city's standards (at least 1 acre, at least 10 spaces, public sewer) or temporary placement for up to 6 months, renewable in 6-month increments, which needs a Zoning Board of Appeals temporary special exception, a building permit and a temporary location permit5. Temporary placement is allowed only to prepare a construction project, for a security or night watchman's quarters, or for unoccupied storage5. Living in an RV on a vacant lot while you build is therefore not a general right inside the city.
Camping in public areas of Chatsworth is unlawful outside a designated campground unless the city authorizes it19.
Manufactured homes need a building permit from the Zoning Administrator, and a home may be no older than 5 years when you apply6. Manufactured home parks need at least 5 acres and spaces of at least 4,500 square feet6.
Building a home in Chatsworth: the steps, in order
- Ask the Zoning Administrator which district your parcel is in and whether your use is allowed by right or needs a conditional use permit119.
- Check the parcel against flood maps; new construction in Areas of Special Flood Hazard inside the city must meet the city's flood damage prevention standards, and the Zoning Administrator is the city's floodplain administrator2011.
- Confirm whether public sewer reaches the lot; if not, order a soil study and apply to Murray County Environmental Health for a septic permit316.
- Submit the building permit application to the City of Chatsworth; Murray County then issues the permit and inspects3.
- Complete any erosion control, stormwater or site-design approvals the city or county requires before the permit is issued3.
- Request the certificate of occupancy from the city department that handles it2.
What stays with Murray County, and what to check before you buy in Chatsworth
Septic permits stay with Murray County Environmental Health, and the county issues building permits and runs inspections even for Chatsworth applications43. For land outside city limits, Murray County's own rules apply instead: see the Murray County page. Unincorporated Murray County requires building permits and has had county zoning since 20032122.
Before you buy, check four things. Zoning district and the use you plan1. Sewer or septic17. Any driveway onto a state highway needs a Georgia DOT permit from the district office23. And well rules: Georgia requires well contractors to contact the county health department for site review before drilling24.
Costs are county-level: Murray County's effective property tax rate is about 0.6%, with a median bill of $1,111 a year2526.
Watch-outs
- We could not confirm Chatsworth's own building code adoption, minimum lot and dwelling sizes, fee schedule, driveway permit rules or tiny-home rules; ask the city's Planning and Zoning office at 706-422-3011 before you commit to a design11.
- Georgia's owner-builder rule waives the state contractor license only; local permits, inspections and zoning still apply, and we could not confirm a separate owner-builder permit inside Chatsworth8.
- Murray County's rules for unincorporated land, such as its minimum dwelling sizes, do not apply inside Chatsworth city limits; do not rely on county zoning pages for a city parcel1.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
