U.S. Counties Where You Can Build Your Own Home

2952 of America's counties — 94% — publish an owner-builder exemption: you may build or contract your own home without a licensed contractor, usually with conditions (your own residence, a permit still required). Each entry is cited to the county's or state's own page, and most are quoted verbatim and independently re-checked.

Method: our scout checked official county sources (county websites, codes, planning departments) for all 3,143 counties, and the research fleet has since re-checked many with verbatim quotations. Each state page cites every county’s own page. Rules change — treat this as a verified starting point, not legal advice.
